Subject- Public information officer made the mockery of the provisions of right to information act 2005 by not entertaining application in more than two months.
Short submissions of the appellant are as follows.
1-From the following status, it is quite obvious that nodal officer rural development forwarded the rti application to the district development officer on 8th November 2023, but it is most unfortunate after two months of this transfer district development officer could not provide information to the information seeker.

3-Think about the gravity of the situation, they did not provide any information concerning the awases even when the appellant has submitted four applications to seek information regarding the allotment of Prime Minister and Chief Minister Awases in the village panchayat concerned.
4-They are withholding the information because they are frightened to be exposed. It is most unfortunate that he did not consider it fit to make communication regarding this rti application in these two months. D.D.O. does not pick up the mobile phone when a phone call is made on his executive mobile number by the appellant.

5-Most respected are following information has been sought from the public information officer.
Houses under prime minister and chief minister schemes are made on papers which is the root cause to withhold information under Right to information act 2005. I am seeking the list of the awases provided by the government in the concerned village panchayat-Sakraudi, Block-Jamalpur, District-Mirzapur and thereafter proper enquiry. Project director district rural development authority sent two communications to the information seeker which are addressed to block development officer, development block- Jamalpur, District Mirzapur on 16th October 2023 bearing different later numbers which are attached as first and second page to this RTI application. The bitter truth is that for five years they have not provided any awas at the ground level and whatever awases came from the government they have drawn money from the bank and put it in their own pockets which is a corruption and corrupt functionaries of the government must be punished. It is my motive. Think about the gravity of the situation, they did not provide any information concerning the awases even when the applicant has submitted four applications to seek information regarding the allotment of Prime Minister and Chief Minister Awases in the village panchayat concerned. They are withholding the information because they are frightened to be exposed.
Public Information Officer in the office of commissioner, rural development may provide the following information to the information seeker as follows.
1- Provide the posting details of the block development officer development block- Jamalpur, district-Mirzapur and also provide the date when he joined the development block- Jamalpur and also the date when he joined District-Mirzapur.
2- Provide the name and designation of the staff posted in the development block-Jamalpur, district-Mirzapur which must include the date of joining these staff to the development black-Jamalpur as well as district-Mirzapur.
3- Provide the total number of prime minister awases and others granted by the government of Uttar Pradesh and the government of India to Village Sakaraudi, Development block Jamalpur, Police station- Adalhat District- Mirzapur, State- Uttar Pradesh in the financial year 2020-21 with details.
4- Provide the total number of prime minister awases and others granted by the government of Uttar Pradesh and the government of India to Village Sakaraudi, Development block Jamalpur, Police station- Adalhat District- Mirzapur, State- Uttar Pradesh in the financial year 2021-22 with details.
5- Provide the total number of prime minister awases and others granted by the government of Uttar Pradesh and the government of India to Village Sakaraudi, Development block Jamalpur, Police station- Adalhat District- Mirzapur, State- Uttar Pradesh in the financial year 2022-23 with details.
6- Provide the action taken by the block development officer- Jamalpur, District-Mirzapur on the attached communication of the project director DRDA Mirzapur.
This is a humble request of your applicant to you Hon'ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray for you, Hon’ble Sir.
