An appeal under subsection 3 of section 19 of the right to information act 2005 against central public information officer, Reserve Bank of India who did not provide the information to the appellant on the flimsy ground while the matter concerns the cyber-fraud in the working of the public authority department of Banking services comes under regulatory control of Reserve Bank of India.

Prayer-Instead of pursuing the path of negative approach of not providing information, Central Public Information Officer must provide the information-to-information seeker/appellant in the matter concerning deep rooted corruption, lawlessness and anarchy lowering the dignity of the Reserve Bank of India due to lack of transparency and accountability in the working.

Short submissions of the Appellant are as follows.

1-It is quite obvious that the appellant submitted the grievance and subsequently submitted application under right information act 2005 to the public authority reserve Bank of India which is the regulatory body of the private bank Federal Bank in which fraudulent elements deposited the money by transferring money from the account of the aggrieved Kesav Pratap Singh by opening a forged account in the name of Kesav Pratap Singh in the federal bank.

2-The appellant submitted grievance on 31 August 2023 and the rti application on first September 2023 and staff of the reserve bank of India denied to entertain the grievance on 4th September 2023 to avoid providing information to the appellant which is a mockery of the provisions of right to information act 2005.

3-It is quite obvious from the cryptic dealings of the Reserve Bank of India especially its central public information officer that both private bank federal bank and fraudulent elements have the blessings of the regulatory body Reserve Bank of India which is the root cause central public information officer did not provide the information sought by the appellant.

4-DEABD/E/A/23/0022588, Name-Keshav Pratap Singh alias Tantrik K P Singh

Appeal Closed (On 23/11/2023), Closing Remarks-Bank have already informed we are unable to disclose the details and will cooperate with police investigation since the complainant has already filed a police complaint. Accordingly, the appeal is closed.

It is quite obvious from the attached document that money was transferred to the account in the name of Kesav Pratap Singh by the fraudulent elements. This implies that staff of the federal bank have a different viewpoint from the description of the transaction details.

5- The appellant sought following information from the central public information officer.

1- The information seeker registered the grievance PMOPG/E/2023/0174605 Grievance Concerns to Name Of Complainant Yogi M. P. Singh Date of Receipt 31/08/2023 the public grievance portal of the Government of India.

The aforementioned grievance forwarded to the officer Ms Betsy Rajagopal (General Manager) of the Reserve Bank of India.

CPIO may provide the information concerning the action taken by the officer mentioned above.

2- CPIO may provide the information regarding the noting made on the grievance and the endorsement by the competent authority.

3- CPIO may provide the information concerning the minutes of the proceedings to redress the grievance of the information seeker.

4- CPIO may provide the name and designation of the staff of the Reserve Bank of India who are processing the grievance and also tell the information seeker whether the grievance was forwarded to the private bank Federal Bank in which bogus account in the name of Keshav Pratap Singh was opened by the fraudulent elements. Please provide the information in detail.

5-Please provide the status of the bank account opened by the cheaters in the name of the Keshav Pratap Singh and the money transferred to this bogus account is safe or not.

6- CPIO may provide the feedback if any provided by the private bank Federal Bank in which forged bank account was opened by the fraudulent elements in the name of Keshav Pratap Singh and money from the Indian post payment bank account of the Keshav Pratap Singh was transferred to this bogus bank account.

7- CPIO may provide the time taken by the staff of the Reserve Bank of India to communicate the matter of forgery to the concerned financial institution in which acts of the forgery took place. Also provide the information concerning the transaction in the forged account has been kept on hold or not.

This is a humble request of your applicant to you Hon'ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray for you, Hon’ble Sir.
