* Prayer or Relief Sought From the following status it is quite obvious that RTI application received in the office on 17th October 2023 which was transferred to the other public authority on 26th October 2023 i.e. public information officer Inspector General registration Uttar Pradesh Lucknow for providing information to the information seeker but it is most unfortunate concerned public information officer did not entertain RTI application of the appellant which is a mockery of the provisions of the right to Information Act 2005 must be taken into account by the first appellate authority.

Remarks :- The letter of the applicant dated 17-10-2023 under Section-6(3) of the Right to Information Act 2005 has been transferred to the Public Information Officer, Inspector General Registration, U.P. Lucknow vide letter No. RTI-368/94-2-2023 dated 26-10-2023 of Stamp and Registration Section-2.

Therefore, you are requested to get any information regarding the above from the Inspector General Registration, U.P. Lucknow.

Right to Information Act 2005 was introduced by the Government of India to promote transparency and accountability in the working of the public authorities but it is most unfortunate public authorities are not providing information to the information seekers because of the rampant corruption in their working which is the root cause this act is not achieving its goal which is a matter of concern. 

Think about the current matter in which theft of huge stamp duty was reported to the concerned public staff but it is most unfortunate concerned staff are adapting a lackadaisical approach in the recovery of penalties against the people who were indulged in the theft of huge stamp duty showing mockery of the law of land.

This is a humble request of the appellant to the first appellate authority to direct the public information officer to provide the information to the information seeker as well as initiate disciplinary proceedings against the public information officer for violating subsection 1 of section 7 of the right to information act 2005.

1-It is submitted before the Honourable sir that Honourable sir may take a glance of Page 3 and 4 of the attached PDF document which shows that deputy registrar has traced the theft of stamp duty of amount 229640 rupees which was to be recovered from the concerned seller and purchaser i.e. Raghuvar Dayal Singh Son of late Bhanu Pratap Singh and Priya Singh wife of Dilip Singh.

Please provide the status of the recovery of the penalty in the aforementioned matter of theft of stamp duty by buyer and seller. If the purchaser and seller denied paying the penalty, then consequent action by the concerned staff of the government of Uttar Pradesh.

2-It is submitted before the Honourable sir that Honourable sir may take a glance of Page 5 and 6 of the attached PDF document which shows that deputy registrar has traced the theft of stamp duty of amount 44000 rupees which was to be recovered from the concerned seller and purchaser i.e. Raghuvar Dayal Singh Son of the late Bhanu Pratap Singh and Rita Singh wife of Jaydheer Singh

Please provide the status of the recovery of the penalty in the aforementioned matter of theft of stamp duty by buyer and seller. If the purchaser and seller denied paying the penalty, then consequent action by the concerned staff of the government of Uttar Pradesh.

* Description of Information Sought Complaint No- 60000230077406 In the complaint number 60000230077406 received on the Jansunwai Portal, a complaint of stamp theft has been lodged by the complainant Shri Kamlesh Singh. Regarding the complaint made by the complainant, it is to be informed that in the order of the complaint in question, the Deputy Registrar Sadar has issued account sheet numbers 13783/2021 and 13784/ 2021. The site inspection was done on 21.04.2023 in the presence of complainant Shri Kamlesh Singh. In account number 13783/2021, the reduction stamp duty is Rs. 1.90.750/- and the reduction registration fee is Rs. 38,890/- Total reduction is Rs. 229,640/- and Accounts No. 13784/- 2021, the reduction stamp duty has been sent to the undersigned office for recovery indicating the reduction stamp duty of Rs. 36,050/- and reduction settlement fee of Rs. 7.950/- to the undersigned office for recovery indicating the total reduction of Rs. 44,000/-, which has been recorded on the website of the Revenue Council, whose stamp case number is D202316530000370 and D2023165000370 respectively.
