The matter concerns the working of the divisional forest officer Gorakhpur so it must be forwarded to him for appropriate action.

Most respected divisional forest officer division Gorakhpur whatever report has been submitted by you in the following grievance is baseless, arbitrary and inconsistent to the contents of the grievance. It is an obligatory duty of public authority to keep its functioning transparent and accountable if not so questions arise on the working of the staff of the public authority and they must be ready to face the allegations of the public because of their cryptic working style and you have done so. Your report is attached as the first page of the attached PDF document to this grievance.

The applicant sought from you, please provide the list of the regularised personnel range wise in the division Gorakhpur under the above notification issued by the government on 12th September 2016.

Have you provided any list to the applicant? The information provided by you, government order issued to regularise the staff and your report is attached to this grievance. Where is the list? You did not provide the list because you know that it will expose the corruption committed by you in regularising the staff in accordance with the government order.

Since you have categorically stated in your report that the applicant has made baseless allegations against the personnel of the Department of forest then the applicant is again making inquiry under Article 51 A of the Constitution of India regarding the following points which were not provided by you under right to information act.

2- Please provide a copy of the communications exchanged with the government by the office of the Divisional Forest Officer district Gorakhpur regarding the aforementioned notification issued by the government on 12th September 2016.

3- If not a single daily wage personnel was regularised under the aforementioned notification issued by the government then providing the reason for it as right to reason is an indispensable part of the sound administrative system.

4- Please provide the precautionary measure taken by the divisional forest officer Gorakhpur to maintain the transparency and accountability in the process of regularisation of the daily wage personnel under the aforementioned notification.

5- Please provide the total number of daily wage staff working under the Gorakhpur division of the Department of forest.

Undoubtedly you will say that I should seek the information under the right to information act 2005 but it is quite true I have sought the information under transparency act but you cryptically denied it which is a mockery of the provisions right to information act and such practises must be curbed by the government. Mr Divisional Forest Officer You are working as divisional forest officer not as a specific person so you should not say that this working does not belong to your period because you are not specific.

As far as appeal is concerned against your cryptic denial of information under right to information act 2005, the applicant will submit an appeal against your communication later number 2208 dated 22nd November 2023. Still the time has not elapsed to submit the appeal in the matter.

As far as the matter concerns the switching off the mobile phone given in the grievance, the applicant is saying that you have to provide your comment in your report so that there may be transparency and accountability. What will you say on the mobile phone? If the divisional forest officer is really interested to have a conversation with the applicant then he must provide his CUG mobile number to the applicant and the applicant will make contact with him but he will not do so. While it is his obligatory duty.

The comment made by the staff of the Chief Minister Office government of Uttar Pradesh that grievance has been disposed at the level of subordinate but what is the disposal of the grievance is not being revealed on the portal of the government of India is a mockery of the law and showing there is no transparency and accountability in the working of the government of Uttar Pradesh. Think about the gravity of situation government of Uttar Pradesh issued notification to regularise the daily wages staff working in the various departments of the government of Uttar Pradesh but not a single employee was regularized under this notification of the government and whoever appointed were done on the order of the high court at Allahabad. Whether it is not injustice with the deprived section in the government of Uttar Pradesh who are misled by the government by suing notification but not single appointment on the basis of notification. Where is good governance in the state of Uttar Pradesh?
