Right to information act 2005 was introduced by the Government of India to promote transparency and accountability in the working of the public authorities so that growing corruption in the public offices may be controlled. 

According to subsection 1 of Section 7 of the right to information act 2005, central public information officer has to provide information to information seeker within a stipulated 30 days, but central public information officer could not make compliance of this provision which is a mockery of the provisions of the right to Information Act 2005.

It is noticeable that earlier when the information was sought from the central public information officer then information was provided to the appellant after submission of the appeal in the matter before the first appellate authority which is quite obvious from the attached document to the appeal. Most respected Sir courts are expected to establish the rule of law in the state if its staff itself will not abide by the rule of law then how can it be expected that judicial members will be instrumental in establishing the rule of law. Whether it is not reflecting that rule of law has been overshadowed by the tyranny and arbitrariness in the working. 

This is a humble request of the appellant to direct the central public information officer to provide information to the appellant. For this appellant shall ever pray you Honourable Sir.

Why did the application dated 13 October 2019 of Dinesh Pratap Singh not reach the concerned court despite the order passed by the District Judge Lucknow as ordered on 16 October 2019? Here this question arises: who overlooked the order passed by the District Judge Lucknow on 16 October 2019? More than two and half years have passed but the questionnaire sent by Dinesh Pratap Singh still has not reached the concerned court. Whether it is not reflecting deep rooted tyranny and arbitrariness in the working of the public authority district court Lucknow? For the more details, vide attached PDF document to the online RTI application containing questionnaire, judgement passed by Honourable High court of Judicature and order passed by district Judge Lucknow. On the number of occasions Honourable apex court of India quoted in judgement that right to reason is an indispensable part of the sound judicial system it is not only applicable in judiciary but better administration it must be applied in the administrative work as well. 

It is quite obvious that the questionnaire was sent by the applicant to the District Judge Lucknow addressing the judicial member concerned and district judge forwarded the questionnaire to the concerned court by issuing the direction on 16th October 2019. For the necessary action quite obvious from the attached order of the District Judge Lucknow.

Central Public Information Officer may provide the status of the application forwarded by the District Judge in the office of concerned Court if filed without tabling it on the table of presiding officer of court, then also provide reason for it.
