Grievance Description
Uttar Pradesh government ordered for disconnection of 10 electricity connections per day but junior engineers in the office of executive engineer electricity distribution division II disconnected only one connection per day is the mockery of the circular issued by the government. The root cause of it is the incompetent personnel in the monitoring office who prefer corruption instead of honesty.
An application under Article 51A of the constitution of India to make an enquiry regarding the disconnection by the junior engineers in accordance with the circular issued by the government of Uttar Pradesh. According to the aforementioned circular, a junior engineer will disconnect the electricity connection of the electricity consumers who are not paying the dues of the electricity. Such directive is used by the competent authority to ensure the repayment of dues by the electricity consumers who are hollowing out the department of electricity by colluding with the corrupt staff of the department of electricity.
The following is the newspaper cutting from the leading Hindi daily Amar Ujala published today in the state news by Lucknow bureau. The matter concerning the efficiency of the junior engineers working in the department of electricity district Mirzapur must not be overlooked by executive Engineer electricity distribution division second district Mirzapur Mr Rajesh Kumar. Every common man knows that the theft of electricity in district Mirzapur is on its Zenith and I think that such efforts on the part of the government are very much beneficial for the department but few corrupt people in the department will adopt a lackadaisical approach to decelerate the government.
हर दिन 10 कनेक्शन काटने में जेई छोड़ रहे पसीना लखनऊ।
प्रदेश में बिजली विभाग के अवर अभियंताओं को हर दिन कम से कम 10 बकायेदारों के कनेक्शन काटने का निर्देश दिया गया है। इस निर्देश का पालन करने में अवर अभियंता पसीना छोड़ रहे हैं। उनका कहना है कि एक से अधिक उपकेंद्र का चार्ज होने की वजह से वे अन्य कार्य नहीं कर पा रहे हैं। जबकि पॉवर कारपोरेशन लक्ष्य पूरा नहीं करने पर कार्रवाई की धमकी दे रहा है। प्रदेश में अवर अभियंता के करीब साढ़े पांच हजार पद हैं। इन दिनों करीब पांच हजार अभियंता कार्यरत हैं। इन पदों की स्वीकृति वर्ष 1972 के अनुसार हुई थी। तब करीब 30 लाख उपभोक्ता थे, लेकिन अब इनकी संख्या तीन करोड़ 30 लाख के आसपास हो गई है। ब्यूरो कार्यालय अधिशासी अभियन्ता विद्युत वितरण खण्ड-द्वितीय, पूर्वान्चल विद्युत वितरण निगम लिमिटेड, फतहों, मीरजापुर

बिन्दुवार सूचना का विवरण निम्नवत् है:- 1. इस खण्ड के अन्तर्गत कुल 14 अवर अभियन्ता कार्यरत हैं।
2. माह मई, 2023 का मास्टर डेटा दिनांक 02.06.2023 तक नहीं आया है। माह अप्रैल, 2023 में कुल 452 विद्युत संयोजन की लाइन विच्छेदित किया गया है
3. उ0प्र0 सरकार द्वारा जो नोटिस ऑफिस मेमो, सर्कुलर और उसके क्रियान्वयन के लिये आदेश जारी करती है, उसी के तहत कार्य किया जाता है।

प्रार्थी आपके रिपोर्ट की आलोचना कुछ इस प्रकार करता हैअर्थात आपके अवर अभियंताओं द्वारा प्रतिदिन 15 कनेक्शन विच्छेद किए गए जो कनेक्शन धारी विद्युत बकाया काफी ज्यादा रखे हुए थे अर्थात प्रत्येक अवर अभियंता प्रतिदिन लगभग एक कनेक्शन विच्छेद करने का काम किया है जबकि शासन द्वारा निर्धारित संख्या 10 है तो आप के द्वारा कहां पर शासनादेश, परिपत्र और आफिस मेमो का पालन किया जा रहा है यदि शासन कहता है कि 10 कनेक्शन विच्छेद करिए तो आप क्यों सिर्फ एक कनेक्शन विच्छेद कर रहे हैं क्या आप बैठकर सैलरी लेना चाहते हैं आप अपने आख्या का खुद अवलोकन करें आप द्वारा अभियांत्रिकी की पढ़ाई करने के कारण आपने गणित का अध्ययन अवश्य किया है आपके अवर अभियंता शासन के निर्देशों का 11 परसेंट भी पालन नहीं कर रहे हैं फिर आप द्वारा यह कैसे दावा किया जा सकता है कि शासन द्वारा पारित सभी सर्कुलर, गवर्मेंट आर्डर और ऑफिस मेमो का पालन आपके द्वारा सतर्कता के साथ किया जा रहा है
