Grievance Description
Following grievance closed by chief medical officer Mirzapur on the ground that the matter comes under the ambit of principal, Maa Vindhyavasini, autonomous, State medical college so the applicant may submit representation before him. Consequently, chief medical officer Mirzapur escaped from entertaining the matter of grave irregularity in the working of the frontal cell named MCH wing of the government women hospital Mirzapur. How can it be justified that the MCH wing opened on the theory of public private partnership to provide health facilities to weaker and downtrodden sections that may be used as collection centres for patients for private nursing homes and private clinics? Everyone knows that such practices are running under the blessings of accountable public functionaries which is the root cause of parrot, inconsistent and arbitrary reports on the Jansunwai portal of the government of Uttar Pradesh.

विषय-An application under Article 51A of the constitution of India on behalf of Dhiraj Singh whose address is Aawas Vikas colony district Mirzapur and the mobile number is 790585 3278 and pin code is 23101 Mirzapur City. Dhiraj Singh alleged that MCH wing of Government women hospital is the centre to refer the patients to private hospitals and earns commission.
मुख्य चिकित्सा अधिकारी महोदय प्रकरण को बंद करने से पहले धीरज सिंह का बयान और उनकी पत्नी महिमा सिंह का बयान होना चाहिए था यदि परिजन की बात करें तो धीरज सिंह ही महिमा सिंह के गार्जियन हुए और डॉक्टर मृदुला जायसवाल के क्लीनिक में डॉ पूजा मौर्य ने उपचार नहीं किया मरीज का तो किसने किया यह तो मुख्य चिकित्सा अधिकारी पूछताछ करके खुद ही जान सकते हैं महोदय इस जनपद में जितने भी प्राइवेट नर्सिंग होम या क्लीनिक हैं उन सभी का पंजीकरण मुख्य चिकित्सा अधिकारी महोदय के यहां होता है अर्थात सभी नर्सिंग होम और क्लीनिक निजी क्षेत्र के मुख्य चिकित्सा अधिकारी महोदय के निगरानी में चलते हैं तो इसमें कौन बहुत बड़ी चीज है क्योंकि सभी निजी अस्पतालों में सीसीटीवी लगा होता है उस पार्टिकुलर डेट का सीसीटीवी फुटेज देख सकते हैं आप । महोदय प्रार्थी द्वारा तो आपको मृदुला जायसवाल के प्राइवेट क्लीनिक का रसीद भी दिया गया है महोदय डॉक्टर मृदुला जायसवाल खुद तो बच्चों की डॉक्टर हैं तो फिर महिमा सिंह का शल्य चिकित्सा किसने किया क्योंकि डॉक्टर मृदुला जयसवाल तो कर नहीं सकती थी क्योंकि वह बच्चों की डॉक्टर है और वह दूसरा कौन है आप बताइए पूजा मौर्या ने शल्य चिकित्सा किया है तो दूसरा स्वीकार करने के लिए तैयार भी नहीं होगा इसलिए यह समीचीन है कि आप धीरज सिंह और उनकी पत्नी महिमा सिंह का बयान ले और महिमा सिंह से पूजा मौर्य की पहचान कराएं वह खुद ही बता देंगे कि उनका इलाज किया है या नहीं श्रीमान जी यदि कोई दूसरा डॉ है तो क्या वह महिमा सिंह को पहचान सकता है क्योंकि दूसरा डॉक्टर तभी नियमानुसार स्वीकार किया जा सकता है जब वह महिमा सिंह को पहचान सके और एक हफ्ते जब इलाज किया है तो महिमा सिंह को डॉक्टर जरूर पहचान लेगा
There must be no further delay and the matter may be forwarded to the concerned mandate who may reach a logistic conclusion in the matter so proper enquiry by giving opportunity to each party in the matter may be carried out. Sir the applicant had submitted the representation before the chief medical superintendent of the women hospital Mirzapur and if it was not amenable by him he had to forward the matter to the principal as you stated in your report. Enquiry may be ordered into the matter which may look into the pros and cons of the allegations and may reach a logistic conclusion.
