2. On scrutiny of the Second Appeal, it is seen that the same has the following deficiencies, which are required to be removed.

         It is noticed that the Second Appeal is time-barred as the same has not been filed within the prescribed time limit and you have not filed any request for condonation of delay.

Prayer-Honourable Sir, please condone the delay because this delay is due to cryptic dealings of the public authority High court of Judicature at Allahabad in order to deprive of information to the appellant.  

Following information sought from CPIO High court as follows.

1-Please provide the information regarding the action taken report by the Registrar General, Allahabad High Court on the aforementioned forwarded grievance DEPOJ/E/2019/04435 if not taken any action, then provide the reason as required under subsection 1 d of section 4 of the Right to Information Act 2005.


2-Please provide the Notings made by the accountable public functionaries of the High court of judicature on the aforementioned forwarded grievance DEPOJ/E/2019/04435 by the ministry of justice government of India. 


With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.

1-I pray before the Honourable Sir that High Court RTI document attached to this email representation as well as attached to online second appeal diarised as  Diary Number-620495, Diary Date-24-04-2023 which contains four communications exchanged with applicant. Two out of them belong to the High Court of Judicature at Allahabad and the rest of two belong to the ministry of justice. 

2-It is submitted before the Honourable Sir that two point information sought by the appellant concerns the grievance of the applicant registered as DEPOJ/E/2019/04435 forwarded by the ministry of justice for appropriate action to registrar general High Court of Judicature at Allahabad. 

3-CPIO, High Court of Judicature at Allahabad in its communication dated 01 September 2022 and 05 September 2022 stated that grievance of the applicant registered as DEPOJ/E/2019/04435 does not appear to have been received in the office of Honourable court quite obvious from page first and second of the attached PDF document. 

4-Ministry of law and justice again sent communication dated 14 September 2022 with enclosure communication dated 05 December 2019 to registrar general, High Court of Judicature at Allahabad which proved that grievance of the applicant registered as DEPOJ/E/2019/04435 dated 01December 2019 was sent to registrar general, High Court of Judicature at Allahabad and same was also intimated to the appellant quite obvious from third and fourth page of attached PDF document. 

5-If applicant files second appeal without intimating High Court or without proof of the forwarding note of the ministry of justice, then Honourable commission would remain teeth less before the High Court of Judicature so I sought aforementioned proof and sent the proof to executive email of chief justice of High Court and registrar general of High Court of Judicature at Allahabad. Later on hard copy through registered post on 05 December 2022. I waited for a response and meanwhile I submitted representation against CPIO, High court but all went in vain. I think anarchy rules in the High court at Allahabad so being frustrated I submitted a second appeal before the commission. 

This is a humble request of the applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos in an arbitrary manner by making the mockery of law of land? This is the need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray to you, Hon’ble Sir.
