R.T.I. Portal is not working smoothly as the fee payment portion is not working because of the cryptic working style of treasury staff.
SBI MOP, home page of Uttar Pradesh Rajkosh opens and finally transaction to pay RTI fee fails on the RTI portal of Uttar Pradesh.
Whether it is justified on the RTI portal, it is decided whose grievance to be accepted and whose grievance not to be accepted. This is the first government in the history of Uttar Pradesh which runs away from the people suffering from the lawlessness of the corrupt staff of the government. In earlier governments, people could submit their grievances, but this honest government not only decide the acceptance of submissions of aggrieved but also accepts bogus and inconsistent reports on the RTI portal consequently lowering the dignity of the portal initiated by Yogi Adityanath known as strict chief minister of state of Uttar Pradesh.

1-I pray before the Honourable Sir that Article 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence.
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-It is submitted before the Honourable Sir that the applicant has attached the screenshot to this email representation where the process is blocked on the website.
If public services are hijacked in such a cryptic manner and voices of the people will be suppressed arbitrarily, then think about lawlessness and anarchy in the government machinery.
3-I pray before the Honourable Sir that since 01/03/2023 the applicant is making efforts to submit the following RTI application but every time it failed because RTI fee could not be processed on the portal
Respected Sir and Madam you did not provide any solution in the matter. You have stated in the attached letter that this exploitation will continue because this exploitation is being done in compliance with the order of the government. Since the applicant is a human rights defender therefore I will not accept the violations of human rights of the poor contractors. Who has given authority to the government to exploit poor people? Please provide the circular on the ground of which the poor contractors are being exploited.
Public Information Officer in the ministry of Panchayti Raj government of Uttar Pradesh may provide the following information to the applicant as follows.
1-उक्त के सम्बन्ध में अपर मुख्य सचिव वित्त (व्यय-नियंत्रण) अनुभाग-8 उoप्रo शासन लखनऊ के आदेश पत्रांक सं0 02 / 2022 / ई-8-292 / दस-2022 दिनांक 13 सितम्बर, 2022 द्वारा दिये गये निर्देश के अनुपालन में जी०एस०टी की समय-2 पर प्रचलित दरों को उनके प्रभावी होने की दिनांक से लागू करते हुए जी०एस०टी कटौती की कार्यवाही करायी जा रही है तथा अपेक्षित सूचना शासन को प्रेषित की जा चुकी है। जिसमें किसी भी ठेकेदार के साथ शोषण किये जाने का प्रश्न ही नहीं है
Please provide the certified copy of the aforementioned government order.
2-An application under article 51A of the constitution of India to make enquiry regarding the latest development in the working of the administrative machinery and increase of the GST tax from 12 percent to 18 percent ipso facto. Those tenders issued earlier by the department from the year 2020 to 2022 and yet to complete them and payment will be made by the department in 2023.
Please provide the circular or office memo which enables the aforementioned government order to affect tenders issued before the aforementioned government order as implemented retrospectively.
3-Whether there is an obvious guideline to ratify the G.O. पत्रांक सं0 02 / 2022 / ई-8-292 / दस-2022 दिनांक 13 सितम्बर, 2022 with retrospective effect. Please provide those guidelines.
Please provide the aforementioned sought information within time as stipulated under subsection 1 of section 7 of the Right to Information Act 2005. The matter concerns wide public interest and tyranny and arbitrariness of senior rank staff which allow exploitation of poor contractors. The matter needs utmost attention.
