विषय - ग्रामीण क्षेत्रों में निर्मित पंचायत भवनों पर विकासपरक योजनाओं के कार्यकलापों को वाल पेंटिंग के माध्यम से प्रदर्शित किए जाने के संबंध में।
महोदय,
उपर्युक्त विषय की ओर आपका ध्यान आकृष्ट करते हुए मुझे यह कहनें का निदेश हुआ है कि वाल पेंटिंग योजना का स्वरूप निर्धारण एवं योजना का क्रियान्वयन किए जाने के लिए कृषि उत्पादन आयुक्त, उ0प्र0 शासन की अध्यक्षता में दिनांक 8-9- 2016 को बैठक आहूत की गयी, जिसमें योजना का क्रियान्वयन किए जाने हेतु दिशा- निर्देश तथा कार्य योजना के स्वरूप निर्धारण पर निर्णय लिया गया। जनपद स्तर पर एक समन्वय समिति का गठन जिलाधिकारी की अध्यक्षता में निम्नवत किया जाता है - 1- जिलाधिकारी, अध्यक्ष, सदस्य, 2- मुख्य विकास अधिकारी 3- जिला सूचना अधिकारी, सदस्य, 4- जिला पंचायतराज अधिकारी, सदस्य सचिव 2- वाल पेंटिंग योजना का ब्लाक स्तर पर समन्वय खण्ड विकास अधिकारी द्वारा किया जायेगा। ब्लाक स्तर से ग्राम पंचायत तक वाल पेंटिंग सहित वेन्डर के कर्मियों को ले जाने और उस कार्य में सहायता पहुचाने का कार्य ग्राम पंचायत अधिकारी तथा ग्राम विकास अधिकारी करेंगे।
Undoubtedly our motive is good governance but it seems that our accountable public functionaries are not interested in providing us good governance which is the root cause they are not interested to curb the corruption from the government machinery even when repeated requests are being made by the public-spirited persons. Sir where is the good governance if the inconsistent and arbitrary reports are being submitted on the public grievance portal of the Government of India and Jansunwai portal of the government of Uttar Pradesh. Everyone knows that this circular has been passed by the government of Uttar Pradesh that whatever developmental activities will be carried out in any village panchayat that will be painted on the walls of the building of a primary school, middle school and panchayat Bhawan but it seems that Block Development officer is no more interested in such things because he is more interested in siphoning in government fund which is the root cause he is running away from the wall paintings and making a various pretext. Respected sir what kind of development is being carried out by the district administration Mirzapur when the wall painting is not being carried out by the concerned administrative officers which means that they are only siphoning the public fund means to the poor people instead of carrying out the developmental works in the village panchayat which is quite obvious from the tyrannical approaches of the concerned public functionaries to the representations of public-spirited persons who wants that developmental works may be carried out in the village panchayat in a transparent and accountable way. I will attach the order of the government but I know well that jansunwai portal of the government of Uttar Pradesh will not accept the file quite obvious from the earlier submited grievances.
