Chief medical officer quoted in its report dated 23 November 2022 attached as page 5 to the attached document to the grievance as aggrieved are outsourced staff who have been made available by a firm Silicon private limited for national health mission. Whose honorarium is paid after attendance sheet made available to the firm Silicon private limited thereafter firm submits the bill to undersigned then payment is made in accordance with the law. Attendance sheet of aggrieved Lab technicians now available and next proceedings for payments of honorarium is under force. Funds will be made available to firm Silicon private limited company according to the bill. Thus, the matter is disposed of. It is second January 2023, but the payment is still pending which reflects the real face of the chief medical officer. Whether enquiry will not be made in the matter and what was done by the chief medical officer in 11 months regarding the payment of the honorarium of the aggrieved Lab technicians? Think about the credibility of the report submitted by the chief medical officer on the Jansunwai and public grievance portal of the government. An application under Article 51A of the constitution of India to make enquiry regarding the non-payment of emoluments of salary of the lab technicians working on the contract basis as daily wage staff of the Hazrat Yusuf imam hospital Mirzapur.

Grievance Description The matter concerns the working of chief medical officer Mirzapur consequently must be processed by him. Here behaviour of concerned accountable staff is like cruel contractors who take the services without providing emoluments of salary.

Chief medical officer Mirzapur did not provide salary of Lab Technicians of month Jan 2022 and overlooked two requests of assistant labour commissioner Mirzapur and now labour enforcement officer is expressing frustration as frightened with former. Payment of Wages Act can also be entertained on Jansunwai portal as option is available and also concerns deep irregularity in the working of chief medical officer Mirzapur.

Chief medical officer is not paying honorarium of month of January 2022 of Lab Technicians on flimsy ground despite interference of assistant labour commissioner. It is quite obvious from the attached documents to the complaint.

Two communications were sent by the office of assistant labour commissioner, but it is most unfortunate that chief medical officer district Mirzapur took these two directions under teeth which is a mockery of the law of land.


This is a humble request of the applicant to the chief medical officer and the CMS of the divisional hospital Mirzapur to take action in the matter to provide the salary of the month of January 2022. Sir, Chief Medical Officer Mirzapur, in his report dated 23 November 2022, informed that all the Lab Technicians for Covid-19 have been provided by the concerned firm Silicon Pvt Ltd Varanasi on contract under the outsourcing process on the instructions of the Government Directorate General. Whose honorarium i.e. The payment of the honorarium is done every month only after receiving the attendance certificate from the place of posting by the agency on submission of the bill in the undersigned office, according to the rules, attendance certificate has been received for the workers, whose payment of honorarium is being processed.
