Singh Date of Receipt 23/11/2022Undoubtedly customer has sole power of subscription payment and cancel subscription but here the applicant has unsubscribed quite obvious from attached document and now it is duty of bank to secure bank account and allow payment in the matter concerned and ensure no payment be allowed without OTP.

Finally, I have cancelled my subscription from my account page.Sir, the applicant wants that no payment should be made from the bank account of the applicant without OTP and if it is done, the bank will be responsible for that because we have canceled any such subscription in which payment is made without OTP.  It happens that there are very clever and vicious people who take payment without OTP, who have no address, no office, just a setting.


Sir, the applicant wants assurance from the bank that appropriate action has been taken by the bank on the request of the applicant, now there is no such thing left to clarify that the applicant supports any kind of payment in which payment is made without one time password.  Let's be done and hope that while solving the complaint of the applicant, the bank will take care that every doubt of the applicant will be cleared by his assurance, for which the applicant will always be grateful to the respected sir.

Dear Sir,


We have contacted the customer and got a reply that he has subscribed an organic traffic site for advertisement and Rs.1858.50/- deducted on the 1st date every month, Customer have unsubscribed the facility at their own level. Customer is responsible for subscribing and unsubscribing such a facility, when we call the customer has replied it is just to bank information.

It is quite obvious that he did not ensure that no further payment will be made to organizations of doubtful integrity.

श्रीमान जी यह सभी जानते हैं कि इस ढंग की परेशानी इसलिए पैदा हो रही है क्योंकि इस ढंग के ट्रांजैक्शंस में वन टाइम पासवर्ड नहीं आता है जबकि वन टाइम पासवर्ड सभी बैंकों को चाहिए कि वह कंपलसरी करें यदि वन टाइम पासवर्ड अनिवार्य होता तो हमें भारतीय स्टेट बैंक से संपर्क करने की आवश्यकता ही नहीं थी प्रार्थी आराम से पेमेंट रोक देता है यह परेशानी इसलिए पैदा हुई कि जब प्रार्थी ने सब्सक्रिप्शन आफ किया तो अनसब्सक्राइब करने के पश्चात कोई मैसेज नहीं आया इसलिए प्रार्थी को शंका हुई श्रीमान जी रिजर्व बैंक ऑफ इंडिया तो नियामक प्राधिकरण है एक और तो उसने बैंक कार्ड सेव करने पर पाबंदी लगा दी है जबकि वह पेमेंट वन टाइम पासवर्ड से होता है वहीं दूसरी तरफ इस धन के मनमाने ट्रांजैक्शन स्कोर मंजूरी दे दी जाती है जो कि भ्रष्टाचार से परिपूर्ण है किसी भी नियामक प्राधिकरण को अपनी नीतियां किसी के दबाव में नहीं लानी चाहिए बल्कि जिसमें जनता का हित हो वही सर्कुलर जरूर होने चाहिए सोचिए उन परिपत्रों का क्या महत्व जो सिर्फ दिखावे के लिए हो जिससे कोई सुधार हो ही ना सिस्टम में सुशासन उसे कहते हैं जो एक सामान्य व्यक्ति तक पहुंचे

श्रीमान जी क्या यह हास्यास्पद नहीं है कि रिजर्व बैंक ऑफ इंडिया जो कि नियामक निकाय है सभी बैंकों का इस सबसे बड़े लोकतंत्र में किंतु वह सुधार के नाम पर यह जरूर कहता है कि कहीं भी मास्टरकार्ड हो या क्रेडिट कार्ड हो या किसी तरह का डेबिट कार्ड हो किसी और को उसे सुरक्षित रखने का अधिकार नहीं है। कोई भी उसको सेव नहीं कर सकता किंतु वहीं पर यह भूल जाता है कि बहुत से ऐसे ट्रांजैक्शंस हैं जो बिना ओटीपी के हो रहे हैं उसके लिए उन्होंने कोई व्यवस्था नहीं दी। सबसे महत्वपूर्ण बात तो यह है कि बिना ओटीपी के होने वाले भुगतानो को खुद ग्राहक खुद ही नहीं रोक सकता ऐसी कोई व्यवस्था किसी भी बैंक ने नहीं दी है और भारतीय स्टेट बैंक तो सबका पिता है इस मामले में सारी गड़बड़ियां भारतीय स्टेट बैंक में संभव है या कहिए वहीं से सारी गड़बड़ी मॉनिटर होती है
