Submissions before Uttar Pradesh Human Rights Commission by Kamlesh Singh. 

Prayer-Inconsistent and arbitrary reports of the sub-inspector Ram Bachan Singh Yadav only promoting lawlessness and anarchy in the government machinery ipso facto. Please restrain him  from submitting such frivolous reports.

The aforementioned application along with the report of the sub-inspector Ram Bachan Singh Yadav and the report of the Executive Engineer is attached to this grievance. Flaws in the report of the sub-inspector Ram Bachan Singh Yadav only promotes corruption in the system. Which may be summarised as follows. 

1-Report of sub-inspector Ram Bachan Singh Yadav is not based on the facts but merely a concocted story based on his imagination prepared by him without inspecting the site and seeking the documents of the facts. 

2-Instead of maintaining transparency and accountability of the report and checking authenticity of the claim he reported the viewpoints of the offenders which justify the wrong stand of the offenders. 

3-Factual position is that offenders grabbed the premise of the applicant Kamlesh Singh. 

4-Their activities make more serious offence because they want to operate the electricity connection in the name of Kamlesh Singh ipso facto from the report of sub-inspector Ram Bachan Singh Yadav. 

5-Sir, you are well apprised with the facts that for more than two years offenders made repeated attempts to grab the land in the possession of the applicant Kamlesh Singh and they grabbed the premise through their criminal activities. 

6-Applicant deposited only those dues which were used by the applicant but how can he deposit those dues used by Dileep Singh S/O Raghuvar Dayal Singh after grabbing the premise? 

7-Since the Jigana police are biased, they are not interested in looking into the facts of the case by inspecting the records and sequence of events that took place and repeatedly reported to police.

 8-Most surprising is that the report is justifying the illegal stand of the offenders that they are operating the electricity connection in the name of Kamlesh Singh and the bills are being issued to Kamlesh Singh which is sheer illegal. 

This is happening after repeated complaints of Kamlesh Singh itself. Please register a first information report against the grabbers of the premise and use it illegally ipso facto. Please take a glance of the attached documents not seen by police ever and reports are submitted arbitrarily.

Section 441 (Criminal Trespass): When someone unlawfully enters a property, or lawfully enters a property but unlawfully remains there (such as a tenant after expiration of tenancy) with the intent to commit an offence, or to intimidate, insult or annoy the person in possession of such property, it amounts to criminal trespass. Section 420 (Cheating): This provision is applied when someone cheats and deceives you into delivering any property to someone else. #Section 442 (House Trespass): This is a form of “criminal trespass” wherein the trespasser unlawfully enters a human dwelling, or any building used as a place of worship or as place for the custody of property. Section 503 (Criminal Intimidation): Any threat of injury to a person, reputation or property with the intent to cause them to do something which they are not legally bound to do is a form of “criminal intimidation”.

श्री मान जी पुलिस उपनिरीक्षक महोदय की रिपोर्ट ही उनकी विवेकहीनता प्रदर्शित करती है अब तो विवरण हिंदी में है श्री मान जी किस तरह से दिलीप सिंह पुत्र रघुवर दयाल सिंह द्वारा कमलेश सिंह के कनेक्शन का उपयोग किया जाना न्यायोचित है उनके ही रिपोर्ट से स्पस्ट है की परिसर का उपयोग दिलीप सिंह पुत्र रघुवर दयाल द्वारा किया जा रहा है आप कह रहे है विद्युत् बिल का भुगतान कमलेश सिंह को करना है और परिसर का उपयोग और बिजली का बिल कमलेश सिंह के नाम है आप के अनुसार कमलेश सिंह को ही भरना है श्री मान जी कमलेश सिंह अपना कनेक्शन चला रहे है उनको अपना बिल भरना है तो दिलीप सिंह पुत्र रघुवर दयाल सिंह अभी तक कौन कनेक्शन चला रहे है आप का रिपोर्ट पक्षपात पूर्ण है और भ्र्ष्टाचार को बढ़ावा दे रहा है बहुत आश्चर्य है की वरिष्ठ अधिकारी प्रकरण पर चुप्पी साधे है श्री मान जी आपके उपनिरीक्षक कह रहे है जो बिद्युत बिल आया है उसका भुगतान कमलेश सिंह करे जब की उसको चलाएंगे दिलीप सिंह पुत्र रघुवर दयाल सिंह न तो वे परिसर छोड़ेगे और न ही बिल भरेंगे हां बिद्युत मोटर जरूर चलाएंगे ऐसे उपनिरीक्षकों की मदद ले कर हे भगवन रक्षा करे

Submissions before Uttar Pradesh Human Rights Commission by Kamlesh Singh against arbitrary report of Circle Officer Lalganj.

Report submitted by circle officer Lalganj in the complaint number-40019921026796 dated-Dec-2021 submitted on the Jansunwai portal of the Government of Uttar Pradesh on 06/12/2021 is an arbitrary report prepared without application of mind and its pros and cons were overlooked by the concerned. Report is attached as page one of the attached document to this petition. 

According to report, Dileep Singh S/O Raghuvar Dayal Singh can operate the connection taken by Kamlesh Singh 20 years ago and police is verifying the facts that why Dileep Singh S/O Raghuvar Dayal Singh is operating pump set in the name of Kamlesh Singh who were caught red handed by the team of department of electricity and theft of electricity was registered against them quite obvious from second page of the attached document. 

Following a complaint submitted by Kamlesh Singh against the lawlessness and anarchy of the police before the circle officer who submitted the aforementioned arbitrary report without taking perusal of subject matter and contents and without thinking about the gravity of the situation.
