In the aforementioned matter, police took the recourse that they are not technical expert so the investigation is not feasible by the police unless a technical expert may provide its report. For the enquiry by a technical expert, chauki in-charge Bali Maurya forwarded the matter to the executive officer municipality Mirzapur city and a thorough enquiry was carried out by the engineer municipality Mirzapur city and enquiry report dated-31/08/2021 letter number-194 was submitted before executive officer, municipality Mirzapur city and executive officer communicated this report under his own signature to chauki in-charge Bali Maurya on 09/09/2021 quite obvious from the page 3 of the attached PDF document to this representation. It is most unfortunate that chauki in-charge Bali Maurya is not proceeding in the matter even after the report of technical expert provided to him by the executive officer municipality Mirzapur city. Which is reflecting his cryptic and mysterious working style promoting corruption in the department. Corruption is evidently proved in two ways 1-Direct evidences 2-Circumstantial evidences. Undoubtedly there is no direct evidence of corruption but his cryptic and mysterious working style lacking transparency and accountability constituting circumstantial evidences against him. Please invite the applicant, I will prove the corrupt activities of the chauki in-charge Bali Maurya. It is well known fact that law and order is the state subject which is maintained through the police by the state government. Therefore it is obligatory duty of the government of Uttar Pradesh to provide justice to the aggrieved Sudarshan Maurya and police as prosecuting agency of the state it may initiate action against cheaters on the ground of report of technical expert provide by executive officer municipality Mirzapur city instead of working in cryptic way to shield wrongdoers cheating innocent and gullible people. Arbitrary and inconsistent report of the chauki in-charge Bali Maurya on the Jansunwai portal of the government of Uttar Pradesh and public grievance portal of the government of India is not only highly objectionable but also mockery of the law of land proving tacit understanding. In the likewise matter, other district police registered F.I.R. only difference is in that matter applicant was police officer of rank superimtendent of police but in this matter a layman. Article 14 of Indian Constitution states that “ The state shall not deny to any person equality before the law or the equal protection of the laws within the territory of India. Factual position is that state police floating all setup norms because of tyranny and arbitrariness.

  1. Registered Agreement: An Agreement that is signed before and scanned with the Government’s Registrar office is a registered agreement. This process is conducted and concluded with the office of Sub Registrar for a particular area. It requires all Licensors (or PoA holder) and Licensees to be present at the time of execution of document.
    Instead of seeking registered agreement to run away from the matter ipso facto, police must do the retrospection in the matter. 1-Initially police denied to entertain the matter on the ground that police are not technical expert so it must be looked into by a technical expert. After numerous representations and interference of senior rank officers, chauki in-charge Bali Maurya transferred the matter to the executive engineer, municipality Mirzapur city.
