Sir, the applicant knows only two languages which are Hindi and English and here they have said that action taken by the subordinate office but what action taken by the subordinate office I could not understand as its script was in Marathi and applicant does not know the Marathi language, They did not take any action and misled the applicant by writing voluminous papers in Marathi which applicant could not understand. They may provide the report either in English or Hindi so that applicants may submit counter submissions. It is a fact that the Maharashtra government lacks multilinguist officers or most of the government officers are corrupt. Concerned police may be directed to lodge F.I.R. of cheque bounce and latter also not received the notice served under section 138 negotiable instrument act 138 Dishonour of cheque for insufficiency, etc., of funds in the account by the aggrieved applicant Mahendra Kumar Maurya. Honorable sir your aggrieved applicant on the public grievance portal categorically informed that he knows only two languages one is mother tongue Hindi and other international language English and he requested that disposal of grievances may be provided either in mother language Hindi or in international language English but concerned provided the arbitrary reply in the submitted gravance in the Marathi language that is well-planned conspiracy of the concerned public functionaries so that aggrieved applicant may not proceed against their arbitrariness and corruption through which they have cryptically disposed of the grievance if they are really honest they must provide the disposal of the grievance either in Hindi or in English as it requested by the aggrieved applicant from them earlier which will be in the interest of justice and required under the law of land. Whether arbitrary disposal of the grievances is justified in this largest democracy in the world?

Sir, already there is undue delay on the part of the transport company so in the interest justice, process of enquiry may be accelerated for speedy disposal of the matter. Justice delayed is justice denied must be taken into consideration. Undoubtedly due care must be paid to matter as such cases of cheating is blot on the image of our society which is not only bilateral matter but an offence to society. Credibility of our society is going down because of such wrongdoers.

PIO may provide the following information point-wise as sought. 1-Copy of noting made by various officers as grievance passed through several tables. 2-Copy of the communications exchanged in regard to the grievance. 3-Provide the action taken in the matter with name and designation of the investigation officer.4-Cause of delay in investigation completion.

Honourable sir your applicant knows only two languages first international language English and second mother tongue Hindi so he must not be sent those Communications which may be in Marathi regional language of the Maharashtra. Undoubtedly your applicant respects entire languages but what is the benefit if we can not cannot understand the Marathi so entire Communications may be made available either in Hindi language or in English.

Think about the gravity of situation that concerned police provided reply in the Marathi language which applicant does not know and applicant knows onely Hindi and English so concerned may be directed to provide reply of the grievances as well as application submitted under Right to Information act 2005 in either English or in Hindi.

  1. They must provide the information as the information seeker is seeking from the public authority and medium of providing the information must be either in mother tongue or in English language if the information seeker does not know the regional language of the state.
    Here prayer for information was written in English so they must provide information in English not in Marathi language. I do not know Marathi so that they must provide information in Hindi but they want to to conceal the information as it will expose them so they are providing information in Marathi as they know that information seeker does not know Marathi.

The matter concerns with check bounce but the police concerned acting like judge instead of acting in accordance with the law of land so that wrongdoer elements who provided Bounce cheque may be subjected to the panel proceedings of the law of land which is quite obvious from the post and moreover they have provided enquiry reports in the Marathi. They were well apprised of the fact that the applicant cannot understand Marathi because he knows only two languages Hindi and English.

  3. If the cheque is bounced, then it is criminal matter and police concerned must take action on it. But the factual position is that police itself shielding the wrongdoers which is mockery of the law of land and must not be allowed. Few days ago a senior rank officer of the police found indulged in the criminal activities of extortion. If our police personnel pursuing the path of crimes, then it must tackled with utmost precautions.
