Subject-Executive Engineer EDD II Mirzapur Mr. Rajesh Kumar did not provide compensation to single farmers whose crops were burnt due to short-circuit during covid by taking recourse of the office memo i.e. Circular letter number-2828 dated -25 September 2021.Office memo date is 25 Sept 2021, crops burning date is 18 April 2021, report submitted by Tehsil is 19 June 2021, how can office memo of the Uttar Pradesh Power Corporation Limited applied on report? With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.2-It is submitted before the Honourable Sir that Circular, letter number-2828 dated -25 September 2021 office memo of Uttar Pradesh Power corporation limited.is being arbitrarily misused to withhold compensation of farmers of covid. How can the Executive Engineer Electricity distribution division second do retrospection of the aforementioned office memo? This office memo was applied to curb the compensation of farmers whose crops were burnt due to short circuits during the Covid period. Sir, Executive Engineer Electricity Distribution Division II Mirzapur Rajesh Kumar does not want to give compensation to the applicant Dayanand Singh So Shobhnath Singh on the basis of the above office memo. Sir, the date of the above memo of Uttar Pradesh Power Corporation Limited is 25 September 2021 while the date of crop burning is 18 April 2021 and the report submitted by Lekhpal is dated 15 June 2021 which has been forwarded by Kanungo on 19 June 2021 i.e. the circular being referred to, is of a later date. Honourable Sir may be pleased to take a glance of page 1 and 2 of the attached PDF document to the petition cum complaint. 3-I pray before the Honourable Sir that Sir, Executive Engineer Power Distribution Division II Rajesh Kumar is complicating the case by giving a roundabout answer. The applicant only says that the Tehsildar Sadar has presented his report by approving compensation before Executive Engineer Power Distribution Division II, but the Executive Engineer Electricity Distribution Division II has found loopholes in it and is yet to compensate the victim. They are running away from providing the compensation to the victim, which is illegal, unjust and unconstitutional as far as the removal of objections are concerned, the objections which have been said to be removed in that report can be removed only by the person who has submitted that report. The working style of the engineer is full of corruption and unconstitutional. Whatever he is saying is not according to the rules, He is saying for the new report but the report has already been prepared, only its shortcomings have to be removed and Dayanand Singh son of Sobhnath Singh can not remove those shortcomings, Tehsildar Sadar and sub divisional Magistrate Sadar may remove the errors. Sir, if Tehsil Sadar has presented his report then only Tehsil Sadar will remove the shortcomings in it, but this simple thing is beyond the understanding of Rajesh Kumar engineer of power distribution division second. Rajesh Kumar is not able to understand the simple fact that the report belongs to tahsil Sadar so IT will be rectified by the tehsil Sadar. Truth is that he does not have the courage to talk properly because the wrong person always runs away from the right thing.,
4-It is submitted before the Honourable Sir that the crop worth of Rs 50000 was burnt to ashes. Uttar Pradesh Power Corporation Limited, due to whose lacunae crop has been burnt, is running away from giving compensation by creating baseless facts, is this called good governance where the rights of the people are only violated? Whose human rights are protected here? Nothing is visible except corruption. Today, the report which is in a hurry apparently shown by executive Engineer distribution division second, was pending in his office for more than one and half years. When the request was made by the applicant, Dayanand Singh then this deficiency was deliberately created by them. It is true that these people are running away from paying compensation, otherwise the assessment of damages has been done by Tehsil Sadar quite obvious from the attached document to the grievance.
5-I pray before the Honourable Sir that there is no role of Dayanand Singh son of Shobhnath Singh here, whatever role is there, it belongs to Lekhpal Kanungo and Tehsildar of Tehsil Sadar and the report is also submitted by them only, therefore the principle of natural justice says that the Executive Engineer Electricity Distribution Section II Get the reports rectified by contacting Tehsil Sadar and pay the compensation to the applicant as soon as possible.
6-It is submitted before the Honourable Sir that in this case report has been submitted by Tehsil Sadar Mirzapur, action is required on the report submitted by Tehsil Sadar, if there is any error in the report, then that error can be removed by the responsible officers and employees of Tehsil Sadar itself. Addressing Dayanand Singh S/o Sobhnath Singh to remove the errors in the report submitted by Tehsil Sadar, how can it be justified?
7-I pray before the Honourable Sir that not a single case registered in the department of police Mirzapur concerning burning of crops due to short-circuit which means entire farmers whose crops were burnt in electrical accidents, no compensation was made available to them by Uttar Pradesh Power Corporation Limited. सेवा में
