Where is gone 200 crore budget for the upkeep of stray animals by the Yogi government in the state of Uttar Pradesh?
This is the third budget of the Adityanath government in the state. LUCKNOW: The Uttar Pradesh government Thursday allocated Rs 1,200 crore for a scheme for girls and Rs 612 crore for stray cattle and construction of cow shelters in the Budget for the 2019-20 financial year ahead of the Lok Sabha polls. Rs 247.60 crore has been allocated for the maintenance and construction of cow sheds in the Uttar Pradesh Budget year 2019-20. Rs 200 crores have been earmarked for the upkeep of stray cattle in the Uttar Pradesh Budget year 2019-20. A provision of Rs 40 crore has been made to set up impounding houses/cattle shelter homes under the 'Kanha Gaushala Evam Beshara Pashu Ashraya Yojna in the new budget.
Think about the gravity of the situation that most of the stray animals still wandering on the roads. Just in front of my gate, there are five cows which proves the mismanagement of the department. Pictures are attached for your perusal. Information sought concerning the fund spent on the construction of cow sheds is still pending before the public authority for many months.
जिले के ग्रामीण क्षेत्रों में ठंड शुरू हो गई है। रात में हल्की ठंड लगने के बावजूद जिले के स्थायी व अस्थायी गोआश्रय स्थलों में गोवंश को ठंड से बचाने के लिए कोई व्यवस्था नहीं की गई है।
जिले में तीन स्थायी व 22 अस्थायी गोआश्रय स्थल संचालित हैं। इनमें से पटेहरा कला, हलिया के उमरिया व पहाड़ी विकास खंड के सिंधोरा में स्थायी गोआश्रय स्थल हैं। इन गोआश्रय स्थलों में पशुओं को ठंड से बचाने के लिए फिलहाल कोई व्यवस्था नहीं है। पटेहरा कला स्थित आश्रय स्थल करीब 400 गोवंश रखे गए हैं। इन पशुओं के ळिए 80 क्विंटल भूसा गोदाम में रखा हुआ है। पशुओं को ठंड से बचाव के लिए अभी तक यहां कोई व्यवस्था नहीं की गई है।
हलिया विकास खंड के उमरिया स्थित पशु आश्रय स्थल में 300 गोवंश हैं। इनके लिए 70 क्विंटल भूसा गोदाम में रखा गया है। इसी तरह से गौरवा में 195 पशु तथा 25 क्विंटल भूसा, हलिया में 195 पशु व 20 क्विंटल भूसा, गलरा में 244 पशु व 200 क्विंटल भूसा, हथेड़ा में 64 पशु व 13 क्विंटल भूसा उपलब्ध है। यहां भी ठंड से बचाव के लिए अभी तक कोई व्यवस्था नहीं की गई है।
जिगना विकास खंड के रसौली व नीबीगहरवार में पशु आश्रय स्थल है। जहां ठंड से बचाव के लिए प्लास्टिक की व्यवस्था है तथा मवेशियों को धूप में रहने की व्यवस्था भी है। लालगंज क्षेत्र के बामी व उसरी खम्हरिया स्थित गोवंश आश्रय स्थल में पशुओं को ठंड से बचाव के लिए त्रिपाल की व्यवस्था की गई है। बामी में 414 गोवंश व उसरी खम्हरिया स्थित अस्थायी आश्रय स्थल में कुल 204 गोवंश मौजूद हैं। उप मुख्य पशु चिकित्सा अधिकारी डॉ. ईश्वर देव नारायण चतुर्वेदी ने बताया कि ठंड के मौसम में गोवंश को सुरक्षित रहने के उपाय के बारे में गोपालकों को प्रशिक्षित कर जरूरी जानकारी दी गई है।
उन्होंने बताया कि वर्तमान में पशु विभाग एलएसडी (लंपी स्किन डिजिज) से बचाव के लिए पशुओं के टीकाकरण पर जोर दिया जा रहा है। विभाग की तरफ से पांच लाख 11 हजार लक्ष्य की तुलना में दो लाख 70 हजार गोवंश का टीकाकरण कर लिया गया है। पशुओं को ठंड से बचाव की भी तैयारी की जा रही है। मुख्य पशु चिकित्साधिकारी डॉ. केएन कुशवाहा ने बताया कि पशुओं को ठंड से बचाव के लिए भी तैयारी की जा रही हैं। जूट के बोरे गोवंश को ओढ़ाए जाएंगे और आश्रय स्थलों में जूट के पर्दे लटकाने की व्यवस्था की जा रही है।

1- Provide the details of cowsheds made in the development block-Chhanbey, District-Mirzapur in financial years 2018-2019-2020-2021-2022.
2-Provide the funds spent on cowsheds made in the development block-Chhanbey, District-Mirzapur in financial years 2018-2019-2020-2021-2022.
3-Provide the number of stray animals sheltered in these cowsheds with the location of the cow sheds.
4-Provide the details of youths employed in these cow sheds for the upkeep of the stray animals.
5-Provide the details of cowsheds made in the development block-Chhanbey, District-Mirzapur in the aforementioned financial years still not sheltering stray animals.

Rs.14.07 Lakh was spent on the construction of temporary cowsheds in the financial year 2018-19 and Rs.1973452 was spent to upkeep cows in the financial year 2019-20. In village panchayat, Rasauli, development block-Chhanbey, district-Mirzapur, the financial year 2018-19, a temporary cowshed was made. The Funds spent on the material-5.88 Lakh and on labourers Rs. 1.19 Lakh in the form of wages and others. In village panchayat, Nibi Gaharwar, development block-Chhanbey, district-Mirzapur, the financial year 2018-19, a temporary cowshed was made. The Funds spent on the material-5.30 Lakh and on labourers Rs. 1.70 Lakh in the form of wages and others.
