* Prayer or Relief Sought The appellant sought following information from the State Public Information Officer in the office of Superintendent of Police Mirzapur. State Public Information Officer may provide the copy of the report dated 02 July 2022 submitted by him before U.P.H.R.C. Lucknow.to the Victim cum information seeker Pritesh Kumar so that he may seek justice under subsection 3 of section 156 of the criminal penal code before appropriate court. Which Hindi version is as follows to understand better. राज्य लोक सूचना अधिकारी अपने द्वारा दिनांक 02 जुलाई 2022 को उत्तर प्रदेश मानवाधिकार आयोग के समक्ष प्रस्तुत दिनांक 02 जुलाई 2022 की रिपोर्ट की प्रति को पीड़ित और सूचना चाहने वाले प्रीतेश कुमार को प्रदान करें ताकि वह आपराधिक दंड संहिता की धारा 156 की उपधारा 3 के तहत न्याय प्राप्त कर सके Registration Number SPMZR/R/2022/60043 Name Pritesh Kumar Date of Filing 03/09/2022 Status REQUEST DISPOSED OF as on 11/11/2022 Your appellant submitted the aforementioned RTI request on 03 August 2022 and sought a copy of the report dated 02 July 2022 and State Public Information Officer through his assistant Prabhat Ray provided the copy of the report dated 19 June 2022. It is quite obvious that he deliberately made the mockery of the Right to Information Act 2005. Here this question arises: why is SPIO running away from providing the copy of the report submitted before the state human rights commission of Uttar Pradesh? If a concocted story will be submitted before the state human rights commission of Uttar Pradesh by the State Public Information Officer in the office of Superintendent of Police Mirzapur, then he will be frightened to make available this fictitious story to the victim Pritesh Kumar. मिर्जापुर के पुलिस अधीक्षक कार्यालय में राज्य लोक सूचना अधिकारी द्वारा उत्तर प्रदेश के राज्य मानवाधिकार आयोग के समक्ष मनगढ़ंत कहानी प्रस्तुत की गई है तो वह पीड़ित प्रीतेश कुमार को यह काल्पनिक कहानी उपलब्ध कराने में भयभीत होगें THE RIGHT TO INFORMATION ACT, 2005, No. 22 of 2005, 15th June, 2005 An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto. Whether such public information officers are not impediment in achieving the goal of the Right to Information Act 2005?
