* Description of Information Sought UP CM Yogi Adityanath on Tuesday set a deadline of three months for all ministers to declare theirs as well as their families assets while bringing in a new directive of making it mandatory for provincial civil services (PCS) officers also to declare theirs as well as their families assets annually, along with IAS officers, in a bid to increase transparency in the system. Undoubtedly, it would prove great success in the direction to curb deep-rooted corruption from the public system and would set a history if achieved in letter and spirit.निस्संदेह, यह सार्वजनिक व्यवस्था से गहरी जड़ें जमाने वाले भ्रष्टाचार को रोकने की दिशा में बड़ी सफलता साबित होगी और अगर अक्षरशः हासिल किया गया तो यह एक इतिहास स्थापित करेगा
Our chief minister Sir has given three months time for public functionaries and their family members to declare the assets voluntarily to promote transparency and accountability in the dealings of the public authorities which is a herculean task for the chief minister office and requires well planned strategy.
हमारे मुख्यमंत्री महोदय ने सार्वजनिक अधिकारियों और उनके परिवार के सदस्यों को सार्वजनिक अधिकारियों के व्यवहार में पारदर्शिता और जवाबदेही को बढ़ावा देने के लिए स्वेच्छा से संपत्ति घोषित करने के लिए तीन महीने का समय दिया है जो मुख्यमंत्री कार्यालय के लिए एक कठिन कार्य है और इसके लिए सुनियोजित रणनीति की आवश्यकता है
PIO in the office of chief minister, government of Uttar Pradesh may provide the following information point wise within stipulated time as prescribed under subsection 1 of the section 7 of the Right to Information Act 2005 as follows.
1-Copy of the circular/ government orders/office memorandums issued to subordinate offices for disclosure of assets voluntarily.
2-Name and designation of the subordinates of the Honourable chief minister who declared their property voluntarily.
3-PIO may furnish the access to information regarding strategy to ascertain success of the pious campaign of voluntary disclosure of the assets by the public staff initiated by the stalwart chief minister Yogi Adityanath has created sensation among corrupt sheep.

Now Arvind Mohan, Deputy Secretary (Chief Minister Office, Lucknow, Uttar Pradesh) cryptically blocked applicants from submitting grievances on the jansunwai portal, quite obvious from the strange behaviour of the website. When I click the submit button, then after processing for a few minutes, it is stopped automatically and sometimes a message is displayed on the screen that contacts the webmaster.
At least they may keep regard to my RTI request and ask Arvind Mohan, Deputy Secretary (Chief Minister Office, Lucknow, Uttar Pradesh) to declare his assets voluntarily. कम से कम वे मेरे आरटीआई अनुरोध पर ध्यान दें और अरविंद मोहन, उप सचिव (मुख्यमंत्री कार्यालय, लखनऊ, उत्तर प्रदेश) से स्वेच्छा से अपनी संपत्ति घोषित करने के लिए कहें।
With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.
1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-It is submitted before the Honourable Sir that I made an appeal before the First Appellate Authority in the office of chief minister Yogi Adityanath registered on the online portal of government of Uttar Pradesh as

Which means they know well that any order passed by the chief minister is ratified by his office first then implemented by the subordinates.
4-It is submitted before the Honourable Sir that entire information commissioners and chief information commissioner of India have already declared their assets on the website of CIC because they know that if they will declare their assets then it will enhance their morals to ask others to do so. Consequently, it was the obligation of the chief minister's office to declare their assets voluntarily, but unfortunately they did not do so.
At least they may keep regard to my RTI request and ask Arvind Mohan, Deputy Secretary (Chief Minister Office, Lucknow, Uttar Pradesh) to declare his assets voluntarily. कम से कम वे मेरे आरटीआई अनुरोध पर ध्यान दें और अरविंद मोहन, उप सचिव (मुख्यमंत्री कार्यालय, लखनऊ, उत्तर प्रदेश) से स्वेच्छा से अपनी संपत्ति घोषित करने के लिए कहें।

ReplyDeleteसोचिए जन सूचना अधिकार 2005 के तहत उत्तर प्रदेश की योगी सरकार एक भी सूचना नहीं दे रही है सिर्फ प्रिंट और इलेक्ट्रॉनिक मीडिया पर आकर हमारे मुख्यमंत्री महोदय वाहवाही लूट रहे हैं क्या यही सुशासन है पब्लिक स्पिरिटेड व्यक्तियों को अरविंद मोहन जोकि जनसुनवाई पोर्टल का वेबमास्टर है रोक देता है और योगी सरकार का उसके ऊपर वरद हस्त है इसलिए उससे संबंधित सूचनाएं कैसे में सकते हैं अरे उसके पास भी तो बहुत प्रॉपर्टी होगी
