In the report dated 28 July 2022, accountable staff of Tehsil sadar, District-Mirzapur took the recourse of fact that applicant did not express individual problem but raised the matter concerning anarchy and corruption prevailed in the working of the staff. Therefore they are not amenable to redress the grievance.

28 जुलाई 2022 की रिपोर्ट में तहसील सदर, जिला-मिर्जापुर के जिम्मेदार कर्मचारियों ने इस बात का सहारा लिया कि आवेदक ने व्यक्तिगत समस्या व्यक्त नहीं की बल्कि कर्मचारियों के कामकाज में व्याप्त अराजकता और भ्रष्टाचार से संबंधित मामला उठाया. इसलिए वे शिकायत का निवारण करने के लिए उत्तरदायी नहीं हैं।

They must only respond that in the last 20 years, how many plots were registered under Tehsil sadar? Provide information regarding mutation of those plots and also provide information regarding plots still awaiting process of mutation even when no title disputes and no other disputes as well.

उन्हें केवल यह जवाब देना होगा कि पिछले 20 वर्षों में तहसील सदर के तहत कितने भूखंड पंजीकृत किए गए थे? उन भूखंडों के उत्परिवर्तन के संबंध में जानकारी प्रदान करें और उन भूखंडों के बारे में भी जानकारी प्रदान करें जो अभी भी उत्परिवर्तन की प्रक्रिया की प्रतीक्षा कर रहे हैं, भले ही कोई मालिकाना विवाद न हो और कोई अन्य विवाद भी न हो।

श्री मान जी उत्परिवर्तन अर्थात ख़ारिज दाखिल का कोई शुल्क नहीं है किन्तु भ्र्ष्ट कर्मिओं के काली कमाई का मुख्य जरिया है और बहूत बड़े बिबाद का जनक भी है

It is true that the corruption prevailing in the Tehsil Sadar has been opposed by the applicant and this corruption is because there is no transparency and accountability in the discharge of the responsibilities of the Tehsil personnel. Neither applications under right to Information Act 2005 are disposed of, nor the complaints made properly disposed of, this is the reason that Tehsil Sadar is only a state of chaos in other cities of Uttar Pradesh which should stop but cases by Sadar Tehsil is being put on hold like other complaints . यह सच है कि प्रार्थी द्वारा तहसील सदर में व्याप्त भ्रष्टाचार का विरोध किया गया है और यह भ्रष्टाचार इसलिए है की तहसील कर्मियों के जो दायित्व हैं उनके निर्वहन में कोई पारदर्शिता और जवाबदेही नहीं है न तो किसी भी प्रार्थना पत्र जो कि जन सूचना अधिकार 2005 के तहत दिया जाता है उसका सम्यक निस्तारण किया जाता है और ना ही जो शिकायतें की जाती हैं उनका उचित निस्तारण किया जाता है

Sadar Tehsil Mirzapur did not complete the process of mutation even after more than twenty years after the registry of the plots.

There is talk of the government taking action on benami properties, but the result remains zero because the people running the government themselves collect the benami properties and such people are always present in the government, who are trying to thwart the government's efforts. and thus the promise made during the election turns out to be false.

Everyone knows that there are two prime sources of black income of corrupt public functionaries in the government 1-Tehsil 2-Police

Tehsil is the custodian of the property records of each individual and failure of the upkeep and maintenance of the record causing steep hike in the corruption as well rapid increase in the court cases faced by the innocent and gullible people. This failure at the level of Tehsil is because of manifold increase in the corruption of Tehsil itself.

Think about the gravity of situation that huge amount of stamp duty and registry fees is paid by the people during the registry of the plots and land but process of mutation which is obligation of the staff of Tehsil Sadar District-Mirzapur is never carried out because of corruption.

Public services must not be sabotaged by the corrupt public functionaries in the government machinery to block services to reach the needy.

Sir complaint is made if few one are corrupt when the most staff of the tehsil Sadar are corrupt then how the complaint will be made? Moreover, if the complaint will be made that would be the general complaint and which has been made by the complainant unfortunately they are escaping from the complaint in the cryptic and mysterious way by submitting arbitrary and inconsistent reports without going into the factual positions of the the submissions. Everyone knows that good governance means there may be transparency and accountability in the working of the public authority but where is transparency and accountability if the concerned staff are not providing information arbitrarily on the flimsy ground which is illegal and unconstitutional. Whether delivery of the public services are taking place in the tehsil Sadar without taking bribe by the concerned staff? Honesty should not be in word but it must be in the working of the public staff because government is providing huge salary.
