Grievance Description

Sadar Tehsil Mirzapur did not complete the process of mutation even after more than twenty years after the registry of the plots.

There is talk of the government taking action on benami properties, but the result remains zero because the people running the government themselves collect the benami properties and such people are always present in the government, who are trying to thwart the government's efforts. and thus the promise made during the election turns out to be false.

Everyone knows that there are two prime sources of black income of corrupt public functionaries in the government 1-Tehsil 2-Police

Tehsil is the custodian of the property records of each individual and failure of the upkeep and maintenance of the record causing steep hike in the corruption as well rapid increase in the court cases faced by the innocent and gullible people. This failure at the level of Tehsil is because of manifold increase in the corruption of Tehsil itself.

Think about the gravity of situation that huge amount of stamp duty and registry fees is paid by the people during the registry of the plots and land but process of mutation which is obligation of the staff of Tehsil Sadar District-Mirzapur is never carried out because of corruption.

3-it is submitted before the Honourable Sir that public services must not be sabotaged by the corrupt public functionaries in the government machinery to block services to reach the needy. Whether government of Uttar Pradesh is really interested to curb the corruption from the government machinery as its working style is contrary to it.

The duties of lekhpal include conducting surveys, inspection of fields, recording crop data, revision of official maps of fields and other village lands and reports revision related to mutations, partitions. Collection of revenues. Collection of rents of government's rented places. He also reports the death of a person in a village to update data (like property mutation) ,crime and also helps police to make a roadmap for investigation in such cases if asked. In case of natural disaster he makes reports and assists to provide relief. He is also required to assist in providing relief to agricultural distress and also in census operations. A Lekhpal reports to Kanoongo. So basically he is viewed as the ears and eyes of the Collector at the village level.

4-it is submitted before the Honourable Sir that now this question arises that why Tehsil Sadar District-Mirzapur failed to complete the process of mutation and updating its records even after longer time from the date when registry was carried out by the office of sub registrar?

तहसील सदर जिला-मिर्जापुर उप पंजीयक के कार्यालय द्वारा रजिस्ट्री किये जाने की तिथि से अधिक समय के बाद भी नामांतरण एवं अभिलेखों को अद्यतन करने की प्रक्रिया को पूर्ण करने में विफल क्यों रहा?

5-I pray before the Honourable Sir that there is no responsibility and accountability in the working of the Tehsil Sadar District Mirzapur which is the root cause of this anarchy. जो इस अराजकता का मूल कारण है, सदर तहसील जिला मिर्जापुर के कामकाज में कोई जिम्मेदारी और जवाबदेही नहीं है Working of Tehsil Sadar Mirzapur is not governed by rule of law but sheer anarchy quite obvious from its cryptic and mysterious working style. सदर तहसील मिर्जापुर की कार्यप्रणाली कानून के शासन से संचालित नहीं होती है, बल्कि अराजकता से जो इसकी गूढ़ और रहस्यमय कार्यशैली से काफी स्पष्ट है।

It is true that the corruption prevailing in the Tehsil Sadar has been opposed by the applicant and this corruption is because there is no transparency and accountability in the discharge of the responsibilities of the Tehsil personnel. Neither applications under right to Information Act 2005 are disposed of, nor the complaints made properly disposed of, this is the reason that Tehsil Sadar is only a state of chaos in other cities of Uttar Pradesh which should stop but cases by Sadar Tehsil is being put on hold like other complaints . यह सच है कि प्रार्थी द्वारा तहसील सदर में व्याप्त भ्रष्टाचार का विरोध किया गया है और यह भ्रष्टाचार इसलिए है की तहसील कर्मियों के जो दायित्व हैं उनके निर्वहन में कोई पारदर्शिता और जवाबदेही नहीं है न  तो किसी भी प्रार्थना पत्र जो कि जन सूचना अधिकार 2005 के तहत दिया जाता है उसका सम्यक  निस्तारण किया जाता है और ना ही जो शिकायतें की जाती हैं उनका उचित निस्तारण किया जाता है यही कारण है की तहसील सदर वह उत्तर प्रदेश के अन्य शहरों में सिर्फ अराजकता का राज्य है जो रुकना चाहिए किंतु सदर तहसील
