श्री मान जी प्रभागीय बनाधिकारी और मुख्य बनसंरक्षक गोरखपुर में २० वर्षो से स्टाफ एक ही टेबल /डेस्क पर डटे  हुए है भ्र्ष्टाचार के कारण कोई भी कार्यवाही नहीं हुई पिछली सरकार में जहां तबादलों की सीमा अधिकतम दस प्रतिशत थी, वहीं भाजपा सरकार ने इसे बीस प्रतिशत कर दिया है। श्री मान जी नई तबादला नीति जो योगी सरकार द्वारा भ्र्ष्टाचार रोकने के लिए अमल में लाया गया उसे पूर्ण रूप से कचरे के डब्बे में डाल दिए है An application under Article 51 A of the constitution of India to make enquiry regarding the implementation and ramification of the excellent  transfer policy of Government of Uttar Pradesh in Gorakhpur zone of the department of forest. Transfer policy of the government is attached herewith. 

Undoubtedly the new transfer policy of the government was excellent but after four and half years of incumbency, the government must evaluate it.

The matter concerns the office of the divisional forest officer Gorakhpur and the office of chief conservator Gorakhpur in which mockery of the transfer policy of Government of Uttar Pradesh has been made by the concerned accountable staff.The matter concerns the transfer and posting of class 1, class 2, class 3 and class 4 staff in the department of forest Gorakhpur zone especially in the office DFO and chief conservator Gorakhpur of the Government of Uttar Pradesh. Undoubtedly transfer and posting in the government has taken a form of industry despite efforts of the government of Uttar Pradesh to curb it publically. नई तबादला नीति में एक जिले में तीन वर्ष व एक मंडल में सात साल पूरे करने वाले समूह 'क एवं 'ख के स्थानांतरण का प्रावधान किया गया है। मंडलीय कार्यालयों व विभागाध्यक्ष कार्यालयों में की गई तैनाती की अवधि को मंडल में निर्धारित सात वर्ष की अवधि में शामिल नहीं माना जाएगा। पिछली सरकार में जहां तबादलों की सीमा अधिकतम दस प्रतिशत थी, वहीं भाजपा सरकार ने इसे बीस प्रतिशत कर दिया है।   PIO in the office of principal chief conservator may provide the following information pointwise as sought by the information seeker.1-Posting details of entire class 2 employees in the office of D.F.O. and Chief conservator Gorakhpur including date of joining in Gorakhpur zone.2-Posting details of entire class 3 employees in the office of D.F.O. and Chief conservator Gorakhpur including date of joining in Gorakhpur zone.

Sir life is not a bed of the Roses but it takes test at every moment of time and honesty is not an easy task. Whether in healthy democracy grievances of the public spirited people are redressed in such a bogus way. To provide good governance through print and electronic media is an easy task but in actual practis such things are not so easy. To provide good governance there must be transparency and accountability in the dealings of the public functionaries and such things are far away from the dealings of our public authorities who are not providing single information under right to information act 2005. Undautedly our motive is good governance but in order to achieve good governance we must sacrifice our greed which is the root cause of the corruption throughout our system. Instead of searching the truth regarding made allegations of irregularities they are cryptically closing grievances which shows orientation of corruption from top rank of administrative hierarchy to the bottom.
