Whether corruption has overshadowed on the morale of the accountable public functionaries of the department of transport in the government of Uttar Pradesh quite obvious from the published news story in the widely circulated Local Hindi daily Amar Ujala in the today's edition.
Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that undoubtedly the department of transport District-Mirzapur has Pandora's Box which must be opened in the interest of people of the state but it is unfortunate that when the matter is raised then accountable public functionaries instead of taking solid and strong action against wrongdoers and ascertaining accountability of the staffs put screen on the wrongdoings by misusing their wide extensive power.
2-It is submitted before the Hon’ble Sir that according to verdict delivered by the Apex court of India, private commuter's vehicles must not be allowed to ply their business activities within perimeter of one Kilometer but in this city there is sheer violation of the apex court order why?

मिर्जापुर। परिवहन विभाग और कटरा कोतवाली पुलिस की लापरवाही से रोडवेज परिसर के पास अवैध स्टैंडों पर बिना परमिट की गाड़ियां संचालित हो रही हैं। इससे रोडवेज को प्रतिदिन एक लाख का घाटा हो रहा है। रोडवेज के क्षेत्रीय प्रबंधक ने परिवहन विभाग के अधिकारियों और पुलिस अधीक्षक को कई बार मामले से अवगत कराया पर दोनों में से किसी विभाग ने अवैध स्टैंडों से चलने वाले वाहनों के खिलाफ कार्रवाई नहीं की।
क्षेत्रीय प्रबंधक सीबी राम ने बताया कि राष्ट्रीय कृत मार्गो पर मिर्जापुर से सोनभद्र, मिर्जापुर से वाराणसी, इलाहाबाद, हनुमना मार्ग पर प्राइवेट वाहन बिना परमिट के चल रहे है। चुनार व रामनगर रुट पर 10 बसों का परमिट है। बाकी अन्य राष्ट्रीयकृत मार्गो पर बिना परमिट के प्राइवेट वाहन चल रहे है। बताया कि सुप्रीम कोर्ट का आदेश है कि रोडवेज परिसर के पास एक किमी के दायरे में किसी भी प्राइवेट स्टैंड का संचालन न हो। इसके बाद भी रोडवेज परिसर के पास तीन से चार अवैध स्टैंड का संचालन हो रहा है। जहां बस, जीप, व अन्य वाहन मिलाकर डेढ़ सौ से अधिक है। बस वाले तो रोडवेज के दक्षिणी गेट के पास तिराहे पर गाड़ी खड़ा कर सवारियों को बैठाते है। इन गाड़ियों का नंबर नोट करके पुलिस और परिवहन विभाग को जानकारी दी गई। इसके बाद भी इनके खिलाफ कोई कार्रवाई नहीं की जा रही है। न तो पुलिस विभाग कोई कार्रवाई कर रहा है न ही परिवहन विभाग ही इनके परमिट आदि की जांच कर रहा है। अवैध और बिना परमिट वाले वाहनों के संचालन से रोडवेज का एक लाख रुपया प्रतिदिन का घाटा हो रहा है।

3-It is submitted before the Hon’ble Sir that when the regional manager of the Roadways made repeated complaints to the accountable officers of the department of transport of Vindhyachal Mirzapur division and they overlooked the request of a responsible officer willfully is itself a matter of great concern. Here are many staffs including senior rank staffs who are posted in this office by making the mockery of the new transfer policy of the government on the flimsy ground is a matter of great concern and it is confirmed that if they will not lessen the corrupt activities and state functionaries will remain mute spectators of it, then applicant will have not option except to open the Pandora's Box which will expose the each corrupt officer of the department of Transport, District-Mirzapur. Promotion at the same place or some other cunning tricks may not be allowed as blocked of application of new transfer policy or making its provisions inert. Bad games may not be played with the spirit of the new transfer policy adopted in order to weaken the roots of deep rooted corruption.
This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos in an arbitrary manner by making the mockery of law of land? This is the need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.

Singh as it was disposed of by the concerned public authority through its usual bogus report dated 04-July-2019 which can be perused as below. It is most unfortunate that when I made efforts in order to submit feedback as the grievance was disposed of but message displayed on the screen of the computer that feedback would be taken after the disposal of the grievance but I know that this message only restrained me from submitting feedback as the matter is concerned with the deep rooted corruption.
श्री मान जी रोड वेज़ परिसर के पास तीन चार स्टैंड अवैध ढंग से संचालित हो रहे है जिनकी वीडियो ग्राफी करा के रोडवेज़ के प्रबंधक ने कार्यवाही की मांग की किन्तु मामले में कोई कार्यवाही नहीं की गई | सहायक सड़क परिवहन अधिकारी मिर्ज़ापुर का कहना है की १०३ गाड़ियों का परमिट है जब की अकेले इन तीन अवैध स्टैंडो से १५० से अधिक बिना परमिट की गाड़ियों का सञ्चालन हो रहा है | रिपोर्ट में दो यात्री कर अधिकारिओं को इन मार्गो पर चौकसी वरतने के लिए | श्री मान जी पहले भी तो ये अधिकारी चौकसी वरत रहे थे और जिले में भारी संख्या में बिना परमिट के गाड़ियों का संचालन धड़ल्ले से जारी था | मैंने तो सोचा था शासन में बैठे उच्च पदस्थ अधिकारी जान कर आश्चर्य चकित होंगे और कारण बताओं नोटिस जारी करेंगे किन्तु ऐसा प्रतीत होता है की भारी संख्या में बिना परमिट के गाड़ियों का संचालन सभी के संज्ञान में है इसी लिए तो महज औपचारिकता पूरी करने वाला रिपोर्ट लगा कर मामले से इतिश्री कर ली गई क्यों की इन गाडिओं के चलने से पिछले दरवाजे से होने वाले आय में वृद्धि होती है | वैसे योगी जी ने कई सड़क परिवहन अधिकारिओं पर शिकंजा कसा है लेकिन वह तो ऊट के मुँह में जीरा जैसा रहा | गरीबो बेरोजगारों को न्याय तभी संभव है जब काली कमाई पर अंकुश हो और समस्त धन का प्रवाह लोक खजाने की ओर हो | लगभग महीना बीतने को है पूछिए रोड वेज़ बस प्रबंधक से एक लाख पर डे का लॉस रुका यदि नहीं तो क्यों |
