  2. यहां पर प्रदेश सरकार खुद ही अराजकता का मूल कारण है क्योंकि उसने जिस नियम को बनाया है उसी का सम्मान नहीं कर रही है हम कहते हैं यदि उन्होंने न्यूनतम वेतन निर्धारित कर दिया तो फिर इसका पालन उनके द्वारा खुद क्यों नहीं किया जा रहा है
