An application under Article 51 A of the constitution of India on behalf of my mother Vidya Devi W/O Late Rajendra Pratap Singh in regard to transition of land title to inheritors whatever in the name of my father  Rajendra Pratap Singh S/O Devraj Singh Village-Nibi Gaharwar, Post-Nibi Gaharwar, Tehsil-Sadar District-Mirzapur PIN Code 231303 as required under the law.
With due respect, the applicant invites the kind attention of the Honourable Sir to the following points as follows.
My first submission is that my father died of coronavirus pandemic on 3rd May 2021 as because of mismanagement government services could not be accessible to him even after proper intimation through complaints शिकायत संख्या:-40019921007203 on the Jansunwai portal and Grievance registration number : GOVUP/E/2021/21639 on the public grievance portal of the government. Report of concerned in-charge of primary health care centre submitted a report regarding the death on the aforesaid portals also inability regarding failure of services as it was concerned with the senior rank staffs. 
Death certificate of deceased Rajendra Pratap Singh as aforementioned is attached to the grievance as provided by the secretary of the gram Panchayat. 
Details of the inheritors as beneficiary coshare holders of transitory land of the Rajendra Pratap Singh are as follows. 
1-Vidya Devi W/O Late Rajendra Pratap Singh address as aforementioned 
2-Mahesh Pratap Singh S/O Late Rajendra Pratap Singh address as aforementioned
3-Arun Pratap Singh S/O Late Rajendra Pratap Singh address as aforementioned
4-Keshav Pratap Singh S/O Late Rajendra Pratap Singh address as aforementioned.

Concerned Lekhpal may provide the feedback regarding the status of the transition of land of the land holder Late Rajendra Pratap Singh address as aforementioned as custodian of the revenue records in the village.

Today whatever problems are being faced by us that is because of rampant corruption in the government machinery. Our public system has been ruined and going to be incredible day by day. It is most unfortunate that our political masters are not thinking about the masses but centred on filling their own pockets. Our betterment is feasible only when if we promote honest people in the system. Undoubtedly it was obligatory duty of the concerned Lekhpal and Kanungo/revenue inspector to execute the inheritance to the inheritors but they procrastinated only. Now under intense pressure of the senior rank staffs and secretariate then are setting their mind to perform the job of inheritance. Initially concerned Lekhpal was saying that there is lacunae such and such and creating stumbling block itself. While the factual position is that it is obligatory of the Lekhpal that he may prepare the list of deceased in his working area so that inheritance may be carried out smoothly.

Whether Lekhpal will tell why the attached is not available to him provided by the aggrieved?
Whether the revenue inspector will provide the circular which makes online application compulsory for change in the name of name in property in the revenue record? What should be the role of Lekhpal, he should explain?Whether the death certificate is not attached in the grievance submitted on Jansunwai portal of the government of Uttar Pradesh redressed by the revenue inspector arbitrarily? My father expired on 03 May 2021 whether it was not obligatory duty of the Lekhpal concerned to report the matter instead of falsely claiming that in grievance followed death certificate is not attached. Both the revenue inspector and Lekhpal were seeking the Aadhar card, then I said the Aadhar card of father and mother is attached to the grievance and as far as the Aadhar card of me and brothers are concerned I will send it on whatsapp. Lekhpal is a low level bureaucrat in Indian states. He is the representative of the government at the village level. Upto 1906 he was paid by the village itself but now he is a salaried government employee. He usually has two or more villages in his charge.
The duties of lekhpal include conducting surveys, inspection of fields, recording crop data, revision of official maps of fields and other village lands and reports revision related to mutations, partitions. Collection of revenues. Collection of rents of government's rented places. He also reports the death of a person in a village to update data (like property mutation) ,crime and also helps police to make a roadmap for investigation in such cases if asked. In case of natural disaster he makes reports and assists to provide relief. He is also required to assist in providing relief to agricultural distress and also in census operations. A Lekhpal reports to Kanoongo.
So basically he is viewed as the ears and eyes of the Collector at the village level.
