An application under Article 51 A of the constitution of India as an effort for the promotion of rule of law and human rights values with a pious motive to achieve a goal of good governance.
The matter concerns Dr. S. Sudalai Kumar Yadav M. Sc. Ph.D Pattarpuram village of Block Name Nanguneri taluk TIRUNELVELI DISTRICT who was humiliated by police personnel of the sub-inspector rank and police constables. The fault of this public spirited youth is that he is stuck to the rule of law.
Cause of humiliation-He is demanding a summon properly issued by the competent staff of the police, from the police personnel who are asking him to appear physically in the police station for interrogation in the complaint submitted before the accountable public functionaries before complying with the notice of physical appearance asked by them orally.
Herewith this representation, email representation sent by Dr. S. Sudalai Kumar is attached.
Sir, whether you would like to provide the details of those police personnel who breached civil, fundamental and human rights of the Dr. S. Sudalai Kumar because I want to proceed in the matter concerned with barbaric treatment by the police personnel in the independent India commemorates the arbitrariness and tyranny of the police during colonial rule.
To maintain Law and order is the subject of the state government and police is its tools whether such police personnel will maintain law and order in the state.
Whether to demand a summon is unjustified in this largest democracy in the world. Factual position is that police itself does not pursue the law of land and its focus is to create terror in the minds of common people and mostly succeed because of backwardness of the people.
Most surprising is that Dr. S. Sudalai Kumar already informed that the credibility of police is under cloud so he must be properly issued a summons.

The matter concerns the damage of culvert in Hindi puliya  made over the road to bypass water as usually made to avoid damages to road links to Enasamy temple in Pattarpuram village.  People aggrieved with damage of culvert belong to The Pattarpuram village of Block Name Nanguneri taluk TIRUNELVELI DISTRICT. This temporary culvert is the outcome of contribution of poor people as Development Administration overlooked the repeated representation. Law order machinery is the state government. The demand of the poor people is1- Either Government of Tamil Nadu take swift action to construct the culvert in wide public interest.2-Or direct the district administration and police concerned to manage the repair of culvert through the owner of heavy vehicle which caused the damage of temporary culvert. In view of growing resentment among the masses and devotees of temple, government functionaries may not adopt lackadaisical approach in the matter. Undoubtedly Dr Sudalai Kumar is a highly educated person with high ambitions and having constructive approached to the society quite obvious from his social activities.
If there is dispute /conflict between two sides, then neither of the parties can be presumed to be innocent. To overlook the requests of Dr Sudalai Kumar from the beginning and non-cooperation from any quarter in the state while the entire matter purely subject of the state of Tamil Nadu irritated this highly educated individual youth belonging to intelligentsia class.
Sir if the state government of Tamil Nadu has a fragment of regard for my this representation, then its accountable public functionaries may appoint an arbitrator not belonging to the department concerned.
Here matter is bipolar, one pole is entire department concerned and the other pole is a single individual knocking all existing doors for justice to safeguard its dignity and human rights.
Think about the gravity of the situation that on the one side of screen, we are making efforts to curb the brain drain on the public platforms only but the other side of the screen, the scenario is terrific reflecting lawlessness and anarchy which is frustrating the brains ipso facto obvious.
Think about the gravity of the situation that a highly educated individual is so irritated that he is prepared to abdicate the government service which is a dream of our youths. Here latin maxim Justice without force is impotent and force without justice is tyranny.
My humble request to the responsible functionaries in the state is that a curative result may be cultivated in the matter which may remove the darkness from the life of the highly educated individual and overcome the insecurity in the mind of this individual.

Undoubtedly we are grateful to the state of Tamil Nadu that an I.A.S. has been nominated to monitor the redress of the grievances of the aggrieved citizenry in the state. This implies that the state government has a logistic approach to the invited complaints and its processings.
Sir Dr Sudalai Kumar is being poked from all corners in the office which not only caused him irritated but also frustrated him which created dejection in his mind. Consequently, he decided to abdicate his government service which implies his extreme mental trauma created under adverse circumstances. Here I do not want to blame senior rank staffs in the department but never hesitate to say that undoubtedly they may be qualified but lack management skills. Repeated torture at the workplace and non-cooperative approaches of the administrative head to the grievances of Dr Sudalai Kumar tempered him to leave the service but the instantaneous decision can never be constructive.
Baskara Sir please accelerate the process to redress the grievance under your monitoring. For this applicant shall ever pray you, Honourable Sir. I expect that you respected Sir will not overlook my humble request.

Most revered Sir I made the request first time officially to a bureaucrat quite obvious from my blogs otherwise always remained aggressive and talked of rule of law. Sir, your proceeding for action in the matter is 06/10/2020 and director concerned accepted the resignation of the aggrieved on the same date which is proving his ulterior motive to wreak vengeance with the concerned aggrieved. Which shows the sheer insolence on the part of director not only my representation endorsed to him by Honourable sir but took under teeth the dignity of chief minister office. This arbitrary step showed the real face of director concerned. I expected justice Sir but awarded frustration Thanks sir
