* Description of Information Sought Your earlier baseless and illogical denial is also attached, which must take at a glance. The matter is concerned with the department of rural Engineering Service in district Mirzapur. In this department, most of the junior engineers are providing their services without interruption since the date of posting in the district. To promote transparency and accountability and decelerate growing corruption in the government machinery, the government of Uttar Pradesh headed by Mr Yogi Aditynath formulated new transfer policy. The motive of transfer policy is to transfer those public staffs who manage to remain the same place through illegal gratification to senior rank staffs.
Executive engineer of the department of Rural Engineering Services, Mirzapur also the public information officer of the department may provide access to the following information pointwise as sought.
1-PIO may provide the detail of the working area of the junior engineers in the department.
2-PIO may provide the date of posting of entire junior engineers in the district Mirzapur of the department concerned and their charge detail during the posting in the district.
3-Provide the posting detail of the Junior Engineer Ashok Kumar Shukla posted in department of R.E.S. if now transferred, then provide transfer detail as well.
4-Provide the feedback and reason regarding non-availability of information detail on the website of the department as required under subsection 1 B section 4 of the Right to Information Act 2005.
5-Provide the earlier posting details as tables are changed at the level of the administrative head of the field office.

* Prayer or Relief Sought Respected staff of the Government of Uttar Pradesh, you ought to know that stipulated time to process and provide the information regarding the R.T.I. Communique received under subsection 1 of section 6 of the Right to Information Act 2005 is 30 days. A provision of the R.T.I. Act 2005 also stipulates the same time limit for the forwarded R.T.I. Communiques under subsection 3 of the section 6 of the Right to Information Act 2005. Concerned PIOs violated the provision subsection 1 of the section 7 of the Right to Information Act 2005. Since the matter concerns the deep-rooted corruption in the department, so they are preferring to remain silent on the issue. Sir, over 15 years of the ratification of the Right to Information Act 2005, they are not entertaining the R.T.I. Communique properly reflects the lawlessness and sheer anarchy in the government machinery. Its goal to promote transparency and accountability in the working of the public authority but act itself in the dilapidated state.

There is substantial evidence in the applications made by information seeker but reply of directorate itself contradictory and baseless. They are saying that there is no junior engineer bearing the name Ashok Kumar Shukla in the Rural Engineering Services but attached communication addressed to District Magistrate Mirzapur by the Block Development Officer itself crying that Ashok Kumar Shukla has submitted the report to B.D.O. Chhanbey. Which implies that Directorate of Government of Uttar Pradesh only misled the applicant instead of providing sought information.
