 They will deduct money from account if the complaint will be made even then they will not refund unless they have firm belief that now they may be penalized. Because of corruption these cheaters act by colluding with corrupt public functionaries. In this era of corruption, money in the private banks no more safe. What is difficulty if you get the approval from the account holder? You don't want to take permission from the account holder before transaction which means something is wrong so such transaction without permission of the account holder must be fully blocked.

    Every transaction made from the account of account holder must be authenticated through the OTP otherwise no transaction from the account of account holder must be allowed because such transactions only a cunning trick of the Clever Financial Institutions and government must take adequate precautionary measures to allow such practices which may be antipublic.
