Whether in a good governance, fee charged arbitrarily in the name of development and fact is that no such scheme exists. This is not a development but a daylight robbery being played in the name of development.
Undoubtedly department of electricity has collected huge amount in the name of solar panel scheme but it is unfortunate that they did not work on it so they must refund it
