An application on behalf of Pankaj Kumar S/O Shiv Shankar Lal Gupta.  An application under Article 51 A of the constitution of India to seek justice for handicapped Pankaj Kumar.  Detail of the aggrieved Pakaj Kumar- Pankaj Kumar is a Ayushman card holder whose address is as follows. Mohalla-Kakrahawa, Sohta Post-Ganesh Ganj, Mirzapur city, District-Mirzapur, Uttar Pradesh, PIN Code-231001 His one leg is paralysed which medical therapy was performed in the district hospital under the supervision of Dr Sunil Kumar Shrivastava in short Dr S. K. Shrivastava. He was admitted in the district hospital on 07-Feb-2019 and remained there for two months. Plate and Rod implanted by the aforementioned Doctor but this operation could not succeed and later on it disturbed.  Being disappointed with this tragic incidence, frustrated aggrieved Pankaj Kumar consulted Dr Atul Barnwal of Ramakrishna Sevashram Hospital who assured to cure the aggrieved Pankaj Kumar free as the applicant was Ayushman Card holder.  He completed the entire formalities like signature and other things required to admit as patient to Ayushman Card holder and then did operation to remove earlier implanted plate and rod but surprising is that he charged the patient at every step.  He removed the earlier implant but did not implant new plate and rod so aggrieved can not move anywhere and  is stuck to cot. Now he is demanding huge money from the aggrieved applicant by saying that Ayushman card is no longer valid and the government is not providing any such facility.  Demand of action-Action against the Dr. S.K. Shrivastava of the district hospital took the bribe of Rs.20000 from the handicapped as well as performed the duties negligently.  2-Direct the Dr Atul Barnwal of Ramakrishna Sevashram Hospital to refund the money charged from the aggrieved and do the implant of rod and plate as assured by him free of cost.                          खुदा भी आसमाँ से जब जमी पे देखता होगा |                                                        इस मेरे प्यारे देश को क्या हुआ सोचता होगा|| This is a humble request of your applicant to you Hon’ble Sir that how can anyone justify to withhold public services arbitrarily and promote anarchy, lawlessness and chaos arbitrarily by making the mockery of law of land?
